Official papers, scrapbooks, political correspondence, campaign materials, financial papers, films, tapes, books, newspaper articles, pictures, cards, poetry, maps and certificates. Materials in this collection include official papers about the Florida Public Service Commission, political correspondence and other election materials for the Democratic party, Interstate Commerce Commission finance dockets related to a variety of railroad companies, railroad correspondence, materials related to buses and taxis, papers concerning motor freight, telephones in Florida, power companies serving Florida, and Florida water, sewers, canals and waterways.

Other materials include sketches by Carter, writings, postcards, pictures, photographs, books and other publications related to elections, Russian conspiracies, trigonometry, Claude Pepper, and Florida agriculture, as well as correspondence regarding W. G. Dinsmore, the Cruver Manufacturing Company, Charlie Mendez, Jeff M. Herrington, Jim Hardee, Hazel McDade, Tennessee Governor Frank G. Clement, honorary citizenship in the state of Tennessee, the Florida Constitution Revision Commission, the Committee on Political Education, the Democratic Party, public utilities in Southern States, and the National Association of Railroad and Utilities Commissioners.
